Biografie
Elsa Tulmets ist assoziierte Wissenschaftlerin am Centre Marc Bloch (CMB), Berlin, und akademische Mitarbeiterin an der Europa-Universität Viadrina. Von Mai 2018 bis Februar 2025 war sie Koordinatorin des Programms „Pensées françaises contemporaines“ an der Europa-Universität Viadrina in Frankfurt/Oder, in Zusammenarbeit mit der Universität Paris 1 Panthéon-Sorbonne und dem CMB. Von 2012 bis 2018 war sie assoziierte Forscherin am Institute of International Relations (IIR) in Prag. 2016 war sie Projektleiterin in der deutsch-französischen-polnischen Stiftung Genshagen, wo sie regelmäßig als Expertin zur Außenpolitik der Europäischen Union (EU) und deren Mitgliedstaaten eingeladen wird. 2012-2015 war Elsa Tulmets Marie Curie Fellow am CERI / Sciences Po, wo sie für das Projekt EUTRANSGOV (7. EU RP: « Transferring good governance to EU´s Eastern Neighbourhood ») zuständig war. 2006-2011 war sie assoziierte Mitarbeiterin am Centre français de recherche en sciences sociales (CEFRES) in Prag und wissenschaftliche Mitarbeiterin am Institut für internationale Beziehungen (IIR) in Prag (2006-2011). 2005-06 war sie Jean Monnet Fellow am Europäischen Hochschulinstitut (EUI) in Florenz. Sie hat ihr Master in Internationale Beziehungen in Sciences Po Paris absolviert, eine Promotion in Politikwissenschaft und Internationale Beziehungen in Sciences Po Paris und der Freien Universität Berlin, sowie eine Habilitation (HDR) in Politikwissenschaft in Sciences Po Paris geschrieben. Elsa Tulmets unterrichtet Internationale Beziehungen und Europafragen an der Universität Viadrina und in Sciences Po Lille. Sie hat zu den Themen Internationale Beziehungen und EU-Außenpolitik an verschiedenen Universitäten unterrichtet, u.a. an Sciences Po Paris, der Freien Universität Berlin, der Europa-Universität Viadrina, der Karlsuniversität Prag und am Europakolleg in Brügge, sowie mehrere Artikel und Bücher zur Außenpolitik der EU, Frankreichs, Deutschlands, der mittel- und osteuropäischen Staaten, und zum Transfer und zur Zirkulation europäischer Normen in der EU-Außenpolitik (Erweiterungs- und Nachbarschaftspolitik, Östliche Partnerschaft) veröffentlicht.;

Elsa Tulmets enseigne les Relations Internationales et les questions européennes à l’Université Viadrina et à Sciences Po Lille. Elle a enseigné les Relations Internationales et la politique étrangère de l’UE dans plusieurs universités, notamment à Sciences Po Paris, la Freie Universität de Berlin, la Viadrina de Francfort/Oder, à l´Université Charles de Prague et au Collège d’Europe à Bruges, et publié de nombreux articles et ouvrages sur la politique étrangère de l´UE, la France, l´Allemagne, les pays d´Europe centrale et orientale, et les transferts et circulations des normes européennes dans la politique étrangère de l´UE (élargissement, politique de voisinage, partenariat oriental).;
Elsa Tulmets is associated researcher as the French-German Centre Marc Bloch in Berlin, and lecturer / researcher at the European Univesrity Viadrina. From Mai 2018 to February 2025, she was in charge of the coordination of the programme „Pensées françaises contemporaines“ at the Europa-University Viadrina of Francfurt/Oder, in cooperation with University Paris 1 Panthéon-Sorbonne and the CMB. From 2012 to 2018, she was associated researcher at the Institute of International Relations (IIR) in Prague. In 2016, she was project director at the French-German-Polish Foundation Genshagen, where she is regularly invited as an expert of the foreign policy of the European Union and its member states. Elsa Tulmets was, successively, a Jean Monnet fellow at the European University Institute in Florence (2005-06), a research fellow at the IIR in Prague (2006-2011) and at the French-Czech research center CEFRES (2006-2011), and a Marie Curie Fellow at Sciences Po / CERI where she coordinated from 2012 to 2015 the project EUTRANSGOV (7th EU FP: “Transferring good governance to EU´s Eastern Neighbourhood”). She holds an MA in international relations from Sciences Po Paris, a PhD in political science and international relations from both Sciences Po and the Free University Berlin, and a habilitation (HDR) in political science from Sciences Po Paris. She teaches on International Relations and European issues at the Europa-University Viadrina and at Sciences Po Lille. She was a lecturer in International Relations and EU foreign policy in several European universities, among others in Sciences Po Paris, Freie Universität Berlin, Europa-University Viadrina, Charles University Prague, and College of Europe in Bruges. She published several books and articles on the foreign policy of the European Union and its member states (France, Germany, Central Eastern Europe), as well as on the transfers and circulation of European norms in its foreign policy (enlargement, European Neighbourhood, Eastern Partnership).

Organisation von Veranstaltungen
„Die Austauschbeamten: zwischen Sozialisation und Bewältigung Europäischer Krisen“ Teil des Projektes wirft gleichzeitig einen vertieften Einblick in die Rolle der Austauschbeamten in der Vorbeugung und Bewältigung von zeitnahen Krisen. Es untersucht die Entwicklung der Funktion des Austauschbeamten in seiner historischen Dimension auf der deutsch-französischen Ebene, eine Funktion, die eine der originellsten Form der Überwindung staatlicher Rückzüge in Bereichen darstellt, die traditionell als ausschließende Befugnisse des Staates gelten. „Die Zivilgesellschaft als Bindeglied zwischen Verwaltung und Gesellschaft“ Das Projekt interessiert sich weiterhin für die Zivilgesellschaft als Bindeglied zwischen verschiedenen Akteursebenen, hier den Verwaltungen und der Gesellschaft.;
« Les fonctionnaires d´échanges: entre socialisation et gestion de crises européennes » Une partie du projet se concentre dans le même temps sur le rôle joué par les fonctionnaires d´échanges dans la prévention et la gestion de crises récentes. Il explore le développement de la fonction de fonctionnaire d´échange dans sa dimension historique au niveau franco-allemand, fonction qui représente l´une des formes les plus originales de dépassement des replis étatiques dans des domaines traditionnellement considérés comme étant de nature régalienne. « La société civile comme courroie de transmission » ? Le projet s´intéresse par ailleurs à la société civile comme courroie de transmission entre plusieurs niveaux d´acteurs, ici en l´occurrence entre les administrations publiques et la société. ;
“Exchange officers: between socialisation and management of European crises” Part of the project concentrates on the role officers in exchange play in the prevention and management of recent crises. It explores in a historical perspective how the position of officer in exchange developed at the French-German level, a position which takes one of the most original forms of overcoming State approaches in fields which are traditionally considered as being of regalian nature. “Civilan society as transmission belt between administrations and society” The project is also interested in investigating the role of civil society as making the link between various levels of actors, here administrations and society.
