Biographie

Eric Sangar travaille au Centre Marc Bloch dans le cadre d'une délégation CNRS.

Il est maître de conférences en science politique à Sciences Po Lille et chercheur au laboratoire CERAPS (Université de Lille). Avant son arrivée à Lille en 2018, il a occupé plusieurs positions dans des institutions de recherche en Europe : entre autres, il a été Chargé de recherches FNRS (IIe classe) à l'Université de Namur, chercheur postdoctoral à King's College London (membre du projet européen INFOCORE), et postdoctoral fellow à l'IRSEM (Paris) dans le cadre du programme Fernand Braudel, financé par la Maison des Sciences de l’Homme. 

Eric Sangar est diplômé du Master Affaires internationales de Sciences Po Paris et titulaire d’un doctorat en sciences sociales et politiques de l’Institut universitaire européen de Florence.

 

Sujet de recherche

Dans ses recherches, il s'intéresse aux interactions entre mémoires collectives et usages de l'histoire dans les politiques étrangères, à la mobilisation des émotions dans la justification de la violence politique et à la diffusion de normes et idées dans les relations franco-allemandes. En 2014, sa thèse a été publiée sous le titre “Historical Experience: Burden or Bonus in Today’s Wars?”. Ses recherches ont été publiées dans des revues à comité de lecture comme the "Journal of Strategic Studies", "Political Psychology" ou "Etudes internationales". Il a aussi rédigé la monographie "Diffusion in Franco-German Relations" (Palgrave 2020) et a co-édité les ouvrages collectifs "Researching Emotions in International Relations: Methodological Perspectives on the Emotional Turn" (Palgrave 2018 ; avec Maéva Clément) et "Memory Fragmentation from Below and Beyond the State" (Routledge 2023, avec Anne Bazin, Emmanuelle Hébert et Valérie Rosoux).  

Activités

Eric Sangar est responsable pédagogique du double-diplôme franco-allemand (FIFA) et, avec Sami Makki, co-responsable de la majeure "Stratégie, Intelligence, Gestion des Risques" (SIGR).

Il est aussi coordinateur de work package dans le cadre du projet collaboratif DATAWAR, financé par l'Agence nationale de la recherche (2020-2023).

Comprendre la politique étrangère à travers les récits stratégiques et les discours mémoriels

Ce projet vise à fournir une interprétation nouvelle de la politique étrangère allemande contemporaine et de ses origines historiques en se focalisant sur l’interaction entre les usages politiques des expériences historiques et les dynamiques mémorielles au sein de la société civile.

Mon séjour au Centre Marc Bloch sera principalement consacré à la réalisation de travaux de recherche et d’écriture pour le projet de monographie « Germany’s Grand Strategy: Escaping the Grip of the Past? » (publication prévue en 2024 chez OUP). Ce projet a pour but de développer une analyse de la longue durée des représentations « allemandes » en termes de son « rapport au monde », c’est-à-dire ses perceptions de son environnement international, de la nature des relations avec d’autres Etats, et des instruments appropriés pour atteindre ses objectifs politiques. S’appuyant sur le concept de la Grande stratégie, concept récemment redécouvert dans l’analyse des politiques étrangères pour détecter la continuité des orientations internationales des puissances internationales au-delà des changements intérieurs ou extérieurs à court terme, cette monographie proposera une lecture nouvelle de la politique étrangère allemande en articulant comment les récits mémoriels produits par les élites politiques et militaires, mais aussi circulant au sein de la société civile, ont à la fois constitué des ressources idéelles permettant de forger des « récits stratégiques » mais aussi limité les capacités de prise en compte de changements dans les évolutions politiques, militaires et économiques internationales.

ABSTRACT

This volume suggests a model of collective memory that distinguishes between two conceptual logics of memory fragmentation: vertical fragmentation and horizontal fragmentation. It offers a series of case studies of conflict and post-conflict collective memory, shedding light on the ways various actors participate in the production, dissemination, and contestation of memory discourses.

With attention to the characteristics of both vertical and horizontal memory fragmentation, the book addresses the plurality of diverging, and often conflicting, memory discourses that are produced within the public sphere of a given community. It analyzes the juxtaposition, tensions, and interactions between narratives produced beyond or below the central state, often transcending national boundaries.

The book is structured according to the type of actors involved in a memory fragmentation process. It explores how states have been trying to produce and impose memory discourses on civil societies, sometimes even against the experiences of their own citizens, and how such efforts as well as backlash from actors below and beyond the state have led to horizontal and vertical memory fragmentation. Furthermore, it considers the attempts by states’ representatives to reassert control of national memory discourses and the subsequent resistances they face. As such, this volume will appeal to sociology and political science scholars interested in memory studies in post-conflict societies.
